Having done the Paris trip on whim, I can tell you that France is perfect for great food, wine and romantic flair. The city of Paris is all about people enjoying themselves and romantic getaways are very popular in the city. Another spot that comes to mind is San Francisco. All major cities offer "romantic packages" with their hotels. You can ride on the cable cars, see Fisherman's Whorf and relax at one of the many superb restaurants in the city.
If you have the time and energy, a romantic trip to Venice or Florence in Italy is well worth the money. Seeing history up front is awe inspiring and leads to great dinner discussions about life in general. The cozy streets of Venice and the art galleries in Florence are perfect for holding hands enjoying the strolls through the city. Stop and dine in small bistros and sip on wine before dinner. Depending on where you live, then cheap romantic weekends could be in your cards. If you live in the Bay Area (California), you can drive up to the Napa wine country for some wine tasting and then a nice evening at a spa with dinner and massage. If you live near a major city like Boston, drive in for a night and stay at a luxury hotel that offers romantic packages and rejuvenate your relationship. We all need some romantic moments in our lives and it doesn't have to cost an arm and a leg to get it. As mentioned below, an overnight trip to the coast is cheap and inexpensive enough (perhaps $200 total) to get the romantic candlelit dinner and oceanview room with jetted tub. Sometimes the most romantic gestures are the littlest things like roses or a hand written poem.
